genocide recognition
Led efforts to fight for US recognition of the Armenian Genocide throughout his long tenure in the Senate. Fought alongside Bob Dole for the adoption of the 1990 Genocide Resolution and is currently a cosponsor of S. Res. 164.

blockades on armenia and nagorno karabakh
Authored Section 907 of the Freedom Support Act, which restricts US aid to Azerbaijan until it lifts its blockade of Armenia and Nagorno Karabakh.
Pressured Congress into waiving Section 907 and refuses to pressure Turkey and Azerbaijan to drop their illegal blockades.

Fought to increase aid and expand trade with Armenia. He is currently a cosponsor of legislation S.1557, which would grant Armenia Permanent Normal Trade Relations status.
Successfully pressured the White House to take Armenia off the terrorist "watch list".
Pushed for dramatic and unprecedented reduction in U.S. aid to Armenia. Seeks ot cut assistance to Armenia by 50%. Has consistently neglected U.S.-Armenia economic ties.

nagorno karabakh
Supports the full participation of Nagorno Karabakh in the peace negotiations. Has consistently backed legislative initiatives to increase aid to Karabakh.
Gave in to the Azeri demand to exclude Nagorno Karabakh from the peace negotiations. Seeks to entirely eliminate U.S. aid to Karabakh.
military assistance
Fought to maintain military parity between Armenia and Azerbaijan.
Seeks to award Azerbaijan four times more military assistance than to Armenia.
